i using html_entity_decode($str) decode html tags, cannot able decode text. show ? " " in output... have used htmlentities encode , @ display time decode also. problem not solve.you can watch output @ 'http://www.aspits.com/aspits/testimonials.php'. suffering please me. have tried things not able solution this. in database appear correct means in database entry "test" when show on front end display ?test? output...

do character sets in database , html match?

if not, make them. assuming using utf-8.

i'll assume mysql (please tag database using).

set names 'utf-8'
